William P. Krum,
President was born and raised on a farm in Fresno County.
He received a bachelor and master’s degree in electrical engineering and an
MBA, all from U.C., Berkeley.
He worked in corporate finance with high tech companies in Silicon Valley and
as chief financial officer for a Sacramento
company engaged in broadcasting, banking and investments. He co-founded
and operated a commercial real estate development and management company in Sacramento for
approximately twenty years. He and his wife Narda acquired their horse
and cattle ranch in the French Creek area in 1991 and moved there permanently
in 2000. They have two daughters that live and work in the Bay Area. He
was appointed to the Board on May 6, 2003, and was elected to serve as Acting
President on December 2, 2004, and has since been elected by his fellow directors
as President.

David A. Black
has continuously served on the Board since he was appointed on May 5,
1982. Dave’s father moved his family to Scott
Valley from Alturas, CA
in 1941 to begin farming on the property he and his wife Dawn, and two sons,
Eric and Gary, have evolved into an organic business. They also have
one daughter, Stacey, who resides in Medford,
OR. Dave graduated from Oregon State University
in 1959 with a degree in agri-engineering, worked for the Soil Conservation
Service in Yreka, was in the military, and was again employed as a part-time
engineer for SCS while farming. In the 1970s and 1980s he had a leadership
role in preserving Scott Valley’s rural character by being appointed by the
Siskiyou Co. Board of Supervisors to participate in writing a zoning plan for
the Scott Valley that became law in 1980.
In 1992 he was instrumental in starting the valley-wide multi-interest
advisory group originally called the Scott River Coordinated Resource
Management Planning (CRMP), which became the Scott River Watershed Council in
1999. He presently serves as the agricultural representative on the 14-member
statewide California Department of Fish and Game’s California Coastal Salmon
Review Plan Committee.

Richard G. Barnes is a native of Scott Valley
and graduated from Etna
High School in
1970. He graduated from UC Davis in 1973 with a BS in Animal Science
(honors) and an MS in 1974, also in Animal Science with a focus on genetics.
Since that time he and his wife Nancy have been the owner-operators of a
cow-calf operation that has grown from 330 acres to the present 1500. Prior
to his appointment to the Siskiyou RCD board in Dec. 2006, Rick served
as president of Farmers Ditch Co.(1975-1981), Siskiyou County Farm Bureau
(1985-1986), CFBF Director (1988-1990), Etna High School District board
(1990-2002) and is currently a local advisor of Northwest Farm Credit. Rick's interest in sustainable conservation
of soil, water and energy is reflected in many
stream bank stabilization projects on three miles of Scott River frontage, extensive use of
gravity-fed sprinkler irrigation, and focus on permanent vegetative
cover both in the flood plain and on steep hillsides. The location of the
first RCD Fish Screen on his ranch is an example of his early
interest in a pro-active approach to fish and water issues. His passion
for travel both domestically and abroad has given him a
broad exposure to a variety of agricultural practices worldwide, which
he hopes will be useful in his capacity as RCD board member.

Greg Farnam - On January 15, 2008 the Siskiyou County Board of Supervisors appointed Greg
Farnam to the Siskiyou RCD Board of Directors. Greg comes to the RCD Board with
impressive credentials. After finishing
his agricultural degree from Chico
State University
he managed a cattle operation in the Modoc area for 3 years. Then he worked as a Resource Officer in the
Sierra’s for the U.S. Forest Service as Supervisor of Range and Wildlife
Programs. He then transferred to the
USDA Soil Conservation Service as the District Conservationist in the Tulelake—Butte Valley
area for the next five years. During
that time he managed and operated a farm in Butte Valley,
raising cattle, grain, hay and potatoes.
He served on the Tulelake-Butte Valley RCD Board for several years. In 1985 he moved to Scott
Valley to raise cattle and hay, and
briefly served on the Siskiyou RCD Board as a Director before taking employment
as the Environmental Health Director for Modoc County. He retired in 2005 from his position with Modoc County,
and is currently serving on the Scott Valley Water Trust Steering
Committee. Greg and his wife Dona
continue to operate the family cattle operation in Scott
Valley, she is an Etna Elementary School
educator, and they have three adult sons all involved in some aspect of
agriculture. Greg brings a wealth of
background and experience back to the Siskiyou RCD Board.

John P. Spencer was
born and raised in southern California where he raised horses and was active
in FFA during his high school years. He graduated from the University of California
at Davis with
a degree in Animal Science. His Scott Valley
family ranch was purchased in the spring of 1965. He and his wife,
Carol, were married in September 1968, and made Scott Valley
their home ever since. They established a herd of commercial cattle and
registered quarter horses. In 1983 John was awarded the California Beef
Cattle Improvement Associations Commercial Producer of the Year.
Through the years he has been involved with the RCD in-stream
bank-stabilization projects, riparian fencing, stock watering systems, and
fish screening. Presently he and his wife raise registered Angus cattle
and quarter horses. He was appointed as a Director by the Siskiyou
County Board of Supervisors on December 7, 2004, and is currently serving on
the Siskiyou RCD Long Range Plan Committee.
